hmm, it cant be a fair test because different cultures have different forms of courtesy, so if they did the same test in each city its not really fair. I'm still suprised Tokyo is not on the list though

Reader's Digest criteria for its survey was very crude. How can they judge a nation's level of courtesy based on people opening the doors for them or picking up papers they purposely drop on the street?
